Regulatory clarity for facilities facing complexity.
Rocky Mountain EHS LLC helps companies manage RCRA compliance, waste operations, and regulatory reporting through Director changes, facility moves, and active inspections — with hands on implementation, not just advisory.

RCRA generator status analysis (VSQG/SQG/LQG) against current or projected production, with written determinations and identified obligations.
Facility Design & Permitting Advisory
On request EHS input for facility design, drawing review, hazmat storage, and coordination with local fire/hazmat authorities.
EHS Training Development
Custom training materials for respiratory protection, PPE, hazard identification, and RCRA compliance.
Implementation, not just advisory.
Most consulting ends with a recommendation. Ours ends with a system your team can run without us — configured platforms, characterized waste streams, and documentation built for the person who inherits the role next.
Every engagement is scoped around a single guiding principle: knowledge transfer, not ongoing dependency. The Company and its incoming team retain execution authority and regulatory responsibility throughout.

Led by Andrew Garcia
Rocky Mountain EHS LLC is an environmental, health, and safety consulting practice based in Thornton, Colorado, founded to help companies navigate regulatory complexity without losing momentum.
Andrew Garcia brings over a decade of EHS experience to every engagement. He began his career as an EHS Coordinator at Veolia in Henderson, Colorado, then earned a Master's degree in Environmental Policy & Management from the University of Denver to pair that field experience with a deeper command of the regulatory frameworks driving day to day compliance decisions.
He went on to train government agencies and private industry on RCRA regulations at McCoy and Associates, worked in safety at RTD, and most recently served as Director of EHS for a Denver area wellness company — leading a full compliance program through facility changes, active inspections, and regulatory reporting.
That range, from regulatory training to hands on program leadership, is why Rocky Mountain EHS specializes in the moments that put compliance programs at risk: a company transition, a facility relocation, an active inspection. Rather than stepping in indefinitely, engagements are built to strengthen what a client's own team can do — then step back.
Let's talk about your transition.
Whether it's an upcoming inspection, a company transition, or a facility move — reach out to discuss scope and fit.
